The Italy international will provide valuable cover for Antonio Conte at right wing-back after losing out to Liverpool for Alex Oxlade-Chamberlain in a £40m move.
Conte gave the 25-year-old his first international call-up ahead of Euro 2016, though he failed to make the final cut for the tournament.
Zappacosta’s excellent crossing helped bring out Andre Belotti’s aerial prowess, assisting him several times in his 26-goal season.
The deal could allow highly-rated Blues prospect Fikayo Tomori to leave on loan after his brief stint at Brighton last season.
The Granata could turn to Inter’s Christian Ansaldi or Palermo’s Andrea Rispoli as a replacement for Zappacosta.
The Blues have been searching for wing-back cover and failed to land Alex Sandro to upgrade on Marcos Alonso.
